How to Play – Strategy

Mission and Operation cards are the core of the strategy phase in The Hunger Games: Mockingjay – The Board Game, and how the heroes of Panem interact with the game board. At the beginning of the strategy phase, each player places their Mission and Operation cards in each district, one at a time.

Placing cards is an important tactical decision, as many cards only affect the district they are in, and only one Mission or Operation card can be placed in any district. This means that a well-placed card can block your opponent’s plans as well as bolstering your own.

Once Mission and Operation cards have been placed, they are revealed and players can place their characters onto them. They can then choose whether activating their own cards is more important than blocking their opponent’s card.
